We do desire scholars, specialists, organizations, and news agencies from around the world to use these invaluable accounts freely.

 

However, We do not condone any infringement of our rights protected under the law of the United States. After the infringement of our documents by several well-respected human right organization, now we have to apply some restrictions to the use of these materials.
