Dear commissioners of CECC,

My name is ShiXiong Li, I am the president of The Committee for the
Investigation on Persecution of Religion in China, which carries out a
number of activities in support the Chinese underground churches to freely
practice their religion within the People's Republic of China. I am speaking for
millions of house church members who are persecuted in the People's
Republic of China.

Nowadays, the Chinese human rights is getting worse, along with further
suppressed religious rights. Sadly, it did so with the international
"cooperation". Here, I want to quote the newly released annual report
from the CECC, with my emphasizing and annotation to illustrate so.

An evaluation of human rights and the rule of law in China reveal a
complex picture of contradictory trends and isolated improvements, ... ...

Annotation:
Without the freedom for conscience and justice.

Quotes from the CECC report:
This gap between law and practice is rooted, in part, in the Communist
Party's desire to maintain unquestioned authority and power, the Chinese
government's deliberate manipulation of the legal system, and a lack of
public awareness of the law. The gap is also the result of official
corruption, decentralization, and the sheer size of China.

Annotation: Lack of public awareness of the law, decentralization, and the sheer size
of China is not the key problem. It is the evil terrorist Communist
government.

Quotes from the CECC report:
establish and maintain a list of victims of human rights abuses...

Annotation:
The Committee for the Investigation on Persecution of Religion in China
has tens thousands of the victims list. But CECC had never asked us for it.
On February 26, 2002, I met with CECC's staff members, include deputy staff
director Mr. Foarde, and talked to them about the fact that the religious
persecution in China is getting worse and hoped to have a hearing on that
soon. However, I was told that it would not be possible until next year.

statutory mandate, including religious freedom...

Quotes from the CECC report:
China has undertaken an unprecedented program of legal construction. In
its effort to rebuild a legal system left in shambles after the turbulent
Cultural Revolution (1966-1976), China has promulgated hundreds of laws...

Annotation:
Meanwhile, the Chinese government secretly issued thousands of documents
and carried them out as well. These documents are classified as "national
secrets". We will release these documents later.

Quotes from the CECC report:
... making it more difficult for the central government to implement many
legal reforms from the top down. ... ... Nevertheless, farmers, workers,
and religious practitioners are also increasingly taking their dissatisfaction
to the streets, demanding their rights through protests and demonstrations.

Annotation:
When and where the religious practitioners dare to "taking their
dissatisfaction to the streets"? Even hiding at home, they could be taken
away by the police. Numerous worshipers had to gather secretly
underground, in the woods, or fields. Please see the photos at:

Quotes from the CECC report:
The Chinese government and the Communist Party also attempt to maintain
strict control over religious groups. All temples, mosques, churches, and
monasteries in China are required to register with the state and submit to
the supervision of government-controlled religious umbrella organizations.
These organizations approve the selection of religious leaders, vet
religious texts, and oversee religious education. ... ...
This campaign has resulted in the detention of thousands of practitioners
and the torture and death of many Falun Gong leaders and members. The
crackdown has led to intensified persecution of other groups as well, including
underground Protestant and Catholic "house churches."

Annotation:
PNTR and the generous investment of the American business is the clear
award to the evil Chinese government that has been cruelly suppressing the
Chinese people. Therefore, every businessman and politicians who are benefited
from that should be condemned by their conscience. We wish the next annual
report issued by CECC will not just remember to praise China's "achievement" in
the last 20 years. CECC should remember that, during these 20 years, at least
2.7 millions of house church members were arrested arbitrarily, at least
four hundred thousands of them were sent for "labor reform", at least seven
hundreds of people are on the arrest warranty, at least one hundred ninety
thousands of people were forced to leave their homes or are missing, at
least thirteen thousand people wrongfully died, at least twenty two thousands of
people become handicapped due to torture, at least one hundred thirty
thousands of people living under police's monitoring, more than one
million of people were fined. We hope the next annual report put out by CECC will
be worth some to the history.
